  • Welcome to your new community’s revamped website.   • Parents, please advise your children not to play in the streets. This is a safety issue and the Franklin Police have asked the homeowners to contact them when they witness this behavior in our community.

  • Homeowners, a reminder, there is no parking on/by all three round-abouts at any time. There are a few individuals that are disregarding the law. Please be advised the police will be called on this violation.

  • SPEEDING:
    Please be aware that we have road "walkers" and many children at play. Slow down for the safety of all and come to a full stop at the stop signs. Going the wrong way has also become an issue with some, especially at the round-a-bouts. Follow the one-way signs!
  • Private Property No Trespassing signs will be place in the parks and at the pathway entrances to help the Franklin Police Department to enforce No Trespassing citations.
  • Please contact the board on any unsightly vacant homes, i.e. lawns, etc. The board will stay in contact with MSM on their findings on their inspections with vacant homes
  • The board has been working with Mann and the City Engineers to rectify the overflowing condition of the Heritage ponds in fulfillment of the agreement by C.P.Morgan and the Legends Golf Course. So far a reducer has been installed by the city on the southeast pond leading into the Legends and re-bar protection still needs to be installed. The overflow drain remains the same for Heritage protection
  • The Franklin Park Division will start their project late summer or early fall to extend the Franklin Greenways Trail to be connected to the front pathway on Hurricane. The board has requested that they reseal the pathway on Hurricane.

  • PET OWNERS:
    Please remember there is a leash law in Indiana and also refer to the DCC&R's for more information. All pets must be on a leash when outside, including all common ground. Also, please remember to clean up after your pet.

  • MAILBOXES:
    There are some mailboxes within the neighborhood that need attention. Please make sure your mailbox is maintained. MSM will be issuing warning letters on unkempt mailboxes. Refer to the DCC&R's for more information. If you need a new mailbox please call Otto's Streetscape, contact person Saraha at 317-534-4224

  • GARAGE AND PATIO LIGHTS:
    Please make sure your light bulbs are in working order on the front of garage and your patio's. This allows our community to stay well lit during the night and hopefully scares off crime. Crime Watch Coordinators Caron and Jerry Ludan

  • GARBAGE AND DEBRIS:
    All garbage and debris is not allowed out-of-doors, and must be kept inside the garage. (including but not limited to trashcans)

  • LOTS/COMMON AREAS:
    There is no dumping on any lots in Heritage. There are still some of you out there that insist to throw your plants, grass, etc. in the empty lots/common areas. Please refrain from doing so. Your actions could result in a $150 fine for clean up or whichever cost is greater. Signs will be posted.

  • Homeowners, please do not continue to park your car/s across the city sidewalks.You are in violation of the City Code and the Franklin Police will be issuing tickets. Not only are you breaking the law, it is also a safety issue for all in the community who are forced to walk in the streets due to cars blocking the sidewalks.


  • The HOA Board is working on the issue of missing right-of-way trees with Mann.

  • Homeowners or guests please do not park any vehicle(s) on/in vacant lots or vacant home driveways to avoid being issued a warning or a ticket from the Franklin Police Department.


  • Homeowners please remember Village alleyways are private. The alleyways are for Village Homeowner and their guests only. Also, DO NOT USE YOUR NEIGHBORS DRIVEWAYS ON ANY STREET TO TURN AROUND IN THE MIDDLE OF THE BLOCK. You are trespassing and the homeowners do not like it.

  • Mann has given the Franklin Police Department and your HOA Board a letter to serve as notice that Mann Properties will not allow any type of vehicle to be parked on their lots nor do they want their lots used for any recreational use. Mann gives the Franklin City Police the permission to remove or cite any vehicle/person on their property. If you see any cars parked illegally please call the police. If you see any kids playing on the lots please ask them to leave, if they refuse please call the police. If an officer states he cannot enforce parking/playing in the vacant lots without the owners permission, please remind him of the Mann letter and contact the Board President.
